Foreword The Australian Greenhouse Office commissioned The Allen Consulting Group to consult with industry and other stakeholders and provide independent advice on permit allocation options under a possible national emissions trading system. This report represents The Allen Consulting Group's findings. The Australian Greenhouse Office is releasing this report in the interest of informing and promoting public debate on emissions trading, specifically on policy options for allocating permits in a possible national emissions trading system. The views canvassed in this report do no necessarily represent the views of the Australian Greenhouse Office or the policy positions of the Commonwealth Government. This report will be considered by the Australian Greenhouse Office in its analysis of issues associated with the design and feasibility of a national emissions trading system. The Australian Greenhouse Office will endeavour to post any submissions received on the issues raised in this report on its Internet website, unless otherwise requested by the author.
